20111231 Escalator Screw Failed

This is an OTIS escalator at Vivo city front lobby.
This happened just before Mid night of New Year Celebration.
The plant crew and OTIS crew, about 3 of them, spent about half an hour, cannot open the screw and never did for that night.

This engineer has documented other manufacturers' design - they manifest similar design failures, which the cover cannot be open with ease.
This will
  1. Delay repair
  2. Restrain manual operations during accident, e.g. to move forward, backward in controlled manner to extract victims belongings, body part.


This has been alerted to all major escalator manufacturers in January.
Solutions is ready.
Design is fundamentally unnecessarily weakened.

Another critical areas to improve is the sensors locator and sensor wirings. They are not attached with ease nor certitude.It may fail at untimely moment, especially in areas such as China, etc where pedestrian traffic is very high and for longer duration.

We must hear stories from all side on matters affecting our competitive edge, which in turn impact our survival.




Governing a nation, a nation is an organic entity, succession is key.

1. 9 years as SMRT CEO, without cultivating a successor, even till today, without mentioning who are the able persons cultivated during her watch.


Is it so trivial for a CEO of key national infrastructure to resign?
For the governing party is party business.
But for a nation, succession is a matter of national survival, who fail to do it will be registered in history.


We must examine all our Ministries, our GLC, our key institutions. 


After Goh Keng Swee left, who are the great leaders we have cultivated? Who can we name? 


If Ministers of States and Permanent Secretaries, Deputies in Infrastructure, GIC, Temasek, Keppal, Sembcorp, Singapore Technologies are younger, cultivated to succeed, then Singapore has no worries. 
But how many of them are older, retired when successors are most needed?
Is the world at peace and prosperity? 
Or in depression, edging towards greater crises?

This has been stated  in my letter to Chairman Singapore Technologies on Dec 1, 1990, Why and how he must cultivate higher calibre successors for Singapore to compete in the world.


The invitation of foreign talent do not expand the pool of able, in fact not only lessor are also invited, how fewer Singaporeans are cultivated? 
How many able Singaporeans are rejected?

Which nation, which administration in history did to this extend hollowing herself out of vitality?
Which nation, which administration in history invested so much, expanded the population by this scale at this speed?
Even i tried my best to assist in mitigating these, it is like throwing stones into an abysses infinite.
Headed by foreigners, they do not even reply your emails, phone calls.
Are foreigners in position to say Singaporean's work is irrelevant? 

A primary school educated assembly line workers told me her high tech company was bought by Filipinos, she was retrenched, while Filipinos were taken in in big numbers.
I ask her, is she angry?
She said: "No, Filipinos must take care of Filipinos what?"
Is there some skills Filipinos, Indians, Chinese have, Singaporeans cannot be trained to have?

Is our Great Founder's policy of asking foreigners to take care our old age a good idea, a dream or a fantasy?
To a nation's leader, is there a great different between a dream and a fantasy?


Do we need to go farther down this path to show that historically proven rules can be wrong for our case, Singapore case?




Whose Interest Infrastructure Serve?

When we were in secondary schools, when Goh Keng Swee was in charge of key economic issues - "Efficient infrastructure is Singapore Competitive edge."
Did Singapore economy blossom?
Did Singaporeans become more capable, Singapore more efficient?


When reporter asks Tourism Board "What is Singapore competitive edge in running Casinos?"
i remember the answer was "Foreign Talent"

Everyone agree no planning is perfect, and planning alone is insufficient.
Everyone also agree for important thing, major project we need good planning, we cannot do without planning.



Of Course the trains are crowded..... i am not blind
I have added a thousand over trips on train per week so that i have more trains to take away the crowd....


To expand population from 3 million to 5 million in less than ten years is this a routine or a major initiatives?

Did we plan?
What did we plan?
What do we want to achieve?
How have we achieved?
How much have we achieved?


For immediate decision for our Prime Minister is not about how many new great parks we need to invest to construct.


It is how fast, how much more, on what basis we want to expand our population !


What is nice to have, what is critical to our very operation, competitiveness and therefore our survival - we must have the ability to differentiate.

Therefore, nation's leaders need to be cultivated, they cannot leave it to chance !

After launching her personal blog last week, the 57-year-old has now defended her lavish spending habits in a wide-ranging exclusive interview by The New Paper on Sunday.

Saw, who lives in a landed property off Lornie Road and owns two luxury cars, a Ferrari California and Mercedes-Benz 500, earned $1.85 million in 2010.

“I think I should spend it as I wish. Nothing wrong with that,” said the CEO who will be leaving SMRT for good on April 5.

“I don’t have the fortune that many people have to get married, have many children and dote on them. I’m single... I spend a lot of money on my extended family, especially the older people in my life,” she added.

She also said she had earned her right to spend, having been a CEO for many years and “worked for so many years at a reasonably high income.”

On her million-dollar pay package, she said “the package is scrutinized, benchmarked to the job that I do… and the pay is not top-end. It’s not top-end.”

Over the three-page spread on TNP, she also talked her decision to resign in January. Her decision to quit came almost three weeks after the twin SMRT train breakdowns in mid-December that affected over 200,000 commuters.

She said despite initially vowing to stay on fix the problems in the immediate aftermath of the breakdowns, things began to “snowball” and that it was “very difficult because every faction was coming at us”.

After struggling for one whole night over her decision, she finally decided to hand in her resignation letter to the SMRT board in early January to “defuse the bubble” so SMRT could get on and “do what is right for the organization.”

On her future, she said she’s received a few offers but has yet to decide, insisting that she is not planning to retire for good for another 5-10 years.

In a separate development, Saw has added a second entry on her personal blog entitled “My first 30 days at SMRT” on Saturday.

In it, she highlighted the initial three challenges she faced – low consumer confidence in the LRT, merging with TIBs and increasing profitability.

She also said she was unfazed by the negative comments she received since launching her blog last week.

Only 67% of foreigner scholars got at least second upper honors.


We need to think just two points:
1. Are ALL Singaporeans who score Second Upper or above awarded Scholarships?
2. Are ALL those Singaporeans who score less than Second Upper awarded Bursaries if not Scholarships? 

If they are not, then we need to know why!
If they need to be supported by public donation, we also need to know why?

Why we need to know why, because

Nourishing our children is the moral obligation of man kind 伦理


What is the outcome if we fail this moral obligation?

Wisdom from ancient time define this is the collapse of a nation !

Chinese common teaching (弟子规) told us not just about individual, but collectively as a nation, clearly stated responsibilities nations' leaders must shoulder.

子孙虽愚,经书不可不读。Even our children are stupid, we must educate them with books
废经废伦,治安败坏根由。Abandon teaching, abandon moral responsibility, root cause of social chaos
贪瞋痴慢,人心堕落原因,Greed, Hatre, Stupidity, Arrogance, root cause of decadence of people
欲致天下太平,须从根本着手。Want to have peaceful nation, we must solve at the root causes

误根本为枝末,认枝末为根本。Take trivial as core, take core as trivial
为求解决问题,反倒制造问题。Resolving not problems, but creating more problems

The word is clear, clearly harsh.
Every word, description without fail registers exactly what Singapore is doing.
And it is only gentleman who must hold the responsibility to focused at the root again, then nation will be peaceful.

However the writer 李毓秀 (清朝康熙年间的秀才)never expect that a nation,a rich nation would invest money to nourish migrants, while abandoning his own children, so much so that they cannot afford the education.

Singapore is really doing  the first and last social experiment of man kind.
i read with my heart broken, when NUS and NTU write to me for donation.





Economics Professor Lee Soo Ann plead for donations for students' tuition.


Geraldin Cheng of Le Champ wrote to us, NTU alumni stating 

"it sadden us to know that thousands of undergraduates are financially stripped every year and are force to juggle between study and work.....

.... second year chemistry major Jeffery Tan who had to work 12 hour weekend shifts on top of his studies to supplement the $1,700 his father earned as a forklift driver"


Failing this moral duty as Nation's leaders, can the society not collapse like what ancient wisdom educated us?

However, if our society is peaceful, do our Home Affair need big budget to enlarged computer, manage migrants, solve murders, piece pieces of dead corpses and stitches them together......

It is very good our Great Founder take this as his, and repeatedly uttering it.

In response to his daughter's comments, Lee Kuan Yew has stated the following:
"This issue has been deliberated over a period of several months in Cabinet and decided by PM Goh and cabinet. The policy has been continued by PM Lee and his cabinet. We have made significant investments in time and resources. We have to get the most out of what we have put in."


All incumbents have the chance to agree and carry on down this road of clear outcome.
Or as Prime Minister and then Home Affair Minister declared their disagreement about setting up Casinos.
Even disagreement eventually proven is feeble, at least it is heard.
Even eventual failures is attributed to these leaders, at least we know among them who has good judgement.

History never register looser kindly.
History without fail exaggerate the failures, collateralize other damages and attributed to the looser.

I hope we will not hear "we need MORE NEW migrants.", again, no more.
We need Best Migrant that help our people to be stronger, better.


THE BEST

We cannot take all the migrants, scholars as benchmark. It is too complex for even the best government to take number, monitor outcome - and most likely the outcome consists of intangible, therefore inconclusives.

We take the best of all stocks, that represents the best we can get.
We are not talking about one off Temasek Holding's Goodyears.

But of international standing, of Nobel Prize winner, Kofi Annan.
The first Li Ka Shing Professor at LKY School of Public Policies.

On 2 September 2009, Annan was unveiled as the first Li Ka Shing Professor at the Lee Kuan Yew School of Public Policy of the National University of Singapore (NUS). The announcement was made during the school's 5th anniversary celebrations.[41]

How long Mr Anan stayed with us, how much he contributed to our nation, our people?
or even what actually has he done?
Why he left so quickly, so quietly?

Since 2009, in only two years, as LKY SPP dean Kishore said in his introductions to many, if not countless Li Ka Shing Professor, "this is another Li Ka Shing Professor, the first was Mr Kofi Anan...."

This process get so frequent until i received the latest Li Ka Shing Professor, i seldom hear people mentioned about his significance, now will be chaired by Prof Charles Adam, not in the Auditorium but in a semina room....... not about how to lead the world, but only about smaller part of America's policies (compared to creating jobs as Obama commanded the best of American's BEST to do..)

Only two simple things (Scholarships and the BEST)  to ponder about, the outcome is the survival or destruction of a nation.....

A nation destructed, the people will be despised even back in their own home....
is this already manifesting, manifesting repeatedly ...........

First i have not talked to Dr Bala in person as yet.
However, from the interaction with him, electronically, and observing the work he is doing, he can become a model for all to surpass.

He is a Medical Doctor from NUS, unlike previous Minister of Water Resource, a PhD in Civil Engineering from Stanford University.
When there is flood, he went down to the site, to listen, to understand - previous Minister saw him collecting Stockholm Water Prize in Sweden, but not at Orchard Road after flood.
When experienced hand in the PUB used the word ponding (my blogspot spelling check said "ponding" is a misspelled word) he confidently rejected this and said "A Flood is a Flood".
He is confident, because he has been to the ground and back.

When foreign drainage experts asked us to make road to be porous to let rain water seeped through to wet the foundation of the road, after some considerations, he did not mention this anymore.

Fewer Singaporeans remind Vivian of his mistakes, offensive words he used.
But gave him some leeway to improve, praise him when ever he did the right thing.

This states a clear fact, those who go down to the ground, observe and feel first hand, even a medical doctor from NUS can better perform than domain Professor from the best college of the world, while platoon of drainage experts from around the world may not know how road is weakened when water soften the foundation.

This states that merits is recognized and given to those who are committed, committed to solve, and seen to be striving their best in solving, not one with Scholarship here and there.

This states that governing a nation may not really need the most highly trained, but one who is willing to learn, committed to learn, committed words into action, and action must be for the good of the people, not partying away at glamorous palaces - "curiosity" in Goh Keng Swee brought about his great contribution.

This may be why, all the nations, except Singapore, do not need the top paying person to run a nation.
Worldly people know commitment bring about ability and performance.

This is merit in common sense, not in legalistic utterance.
In this case, this merit is something everyone can perform, perform by merely being committed, and commit words into learning and then act, and action is for the greater good of people....
Certainly, domain expert in Civil Engineering, educated in best Universities definitely can out perform Vivian once is committed.
Then a Medical Doctor need not waste his profession - which Singapore may earn a lot income from rich patients internationally, while curing all Singaporeans, rich and poor.

Vivian's merit certainly can be attained, surpassed by others, everyone.....
Not surpassing Vivian a person, but surpassing your accomplishments, surpassing your ideas, surpassing your abilities.....

Singaporeans, all Singaporeans worthy to be respected.
Then all our NRF, AStar, Universities, Ministries, will utilize, cherish, cultivate every Singaporeans, engineers, technician, artists....

If we hand out scholarships, fellowships to second class material - How can we not be abused, despised?
Appreciate, Cultivate Singaporeans, committed Singaporeans is key to our survival, prosperity!

Strategic Similarity to Singapore Flood


After two years of intensifying and proliferating of flood, we now realized Singapore has not updated topographical data of our tiny island.


But before such revelation, more than $3 billions have already poured in.
Therefore are we possible to get the most effective, efficient, economical design, drainage, waterway without we know where, how much, how slow or how fast water flow. 


Similarly, with speed of migrants influx unprecedented in human history ( First and Last Social Experiment of Mankind) , have we done our housing, jobs planning well?


If we have done it well, would we have such shocking surged of transport needs.




Holistic Cold Headed Approach we must


We need to be cold headed to derive optimal solutions.

This writer is not Conservative nor Socialist. 
This analysis and suggestion are not against or for the rich, the poor.
Solutions here will make Singapore more efficient, benefiting the rich, the poor, the government and the only exception may be not the opposition.


Solvere merely points out the symbiosis of diverse groups in modern societies, where tight coupling is the reality.


The profit and enjoyment of one depends on the cost of provision from the other.


Singapore is an export dependent nation. 
We do not produce significant portion of even our food.
Even egg production has to take years to raise the supply  by 7% (from 23% to 30%) of our demand during a period our population raise by 30 % (1 million) every 10 years.

When China, India surpassed Singapore's brains and labor.
When in a world where goods and services can be transported rapidly, economically.
Singapore as an export dependent nation, has to reduce cost of every key factor (rental, labor, transport.....)  in order to win even a tiny bit from the same pie of world market.


This, our governing party members are now sounding out with conviction, even though far too late into the problem as a government aspired to be unparalleled in superiority.





Public Transport is Key to Modern Economy


Transport is the key enabler to modern economy.
Transportation of people, goods and services are the core of modern economy whether agriculture, commerce, manufacturing, services (including conferences, exhibitions, gaming....)


Every trip anyone take, going to do something - whether flipping hamburger or swinging golf clubs,  selling Laksa or listening opera without exception creates economic transaction.


While private transport is necessary for the privileged, the minority.
Public transport is critical for the majority, who are less privileged.
Every privileged who is transported by private transport will need to be served by at least 10 who are by public transport - in the office or factory, trading floor or art galleries .
Each of these ten ultimately invest longer hours of travel and working more days to serve just one.


If we want to have cheap labor for the millionaires, then public transport has to be economical.
If we want to have attentive and speedy labor for the millionaires, then public transport has to be both speedy and comfortable.


Therefore public transport is not just key to the livelihood of the majority, it is also critically affecting the profit, reliability and joy enjoyed by the privileged - a traffic jam can severely impact the fine cuisine served by a Michelin Chef.


Public transport therefore is a critical element for our economy and ALL of our people.


The bus companies demand billions from national budget for their purchase of buses.
This is not just provision for the majority, but also supporting the enjoyment and profit of the privileged.


Therefore we must take holistic consideration.
May i suggest a two level approach.





Basic Management Consideration


As this is the first instance of demand from national budget to provide for a profit oriented company.
Is it critical to examine the following?
  1. Who detected and initiated the need of this injection ?
  2. Who quantified, justified, scheduled the quantum of this injected fund?
  3. How much dilution of the original shareholders of bus company by this injection?
  4. Who will manage, justify, audit the usage of the fund ?
  5. Who will maintain and provide the labor and consumables, maintenance and replacement for the operation of these asset ?
  6. If 4 and 5 is not by the provider of the fund (government), in what historical precedence these asset will be chosen prudently (recalling complaints about SMRT train-cars)  and will not deteriorate faster, sold off earlier, sold off cheaper?
  7. If 4 and 5 is by the provider of the fund (government), then do the provider has the access, the competency?
  8. If the provider has the access and competency, does she incur tremendous labors, expertise and cost?
  9. If this set a precedent, will not train operators, power generation and grid operators who demand also huge capital assets not have higher priority and more justification for similar but bigger fund injection request?



Strategic Consideration


As this is the first instance and may be a surprise to many, have we done the followings :
  • If such massive injection of buses are done, is our infrastructure able to take the immense load?  
  • Have we examined whether road tax, ERP, insurance, land rental expenditure and income and other tariff be a more direct, faster, easier cost reduction measures? (how much are the fees for operators of MRT, Kwang Hui Chiu Hospital..,,) 
  • Thoroughly, exhaustively examined operation efficiency and alternatives, cost component and cost reduction measures?
  • With immense effort of massive induction of migrants at unprecedented speed in human history, has corresponding analysis and plan for cost to society and escalation of  infrastructure been put in placed?
  • If such analysis and plan are indeed in place, has housing construction and geographical distribution of population and employment been planned?
  • If planning of geographical distribution of population and employment are in placed, then are all buses operating with full load both ways during peak hours and off peak hours or many empty buses during peak hours in returning trips and others leave in depot off peak?
  • If buses are full loads, then are not bus operators having higher returns from their operations, then fund injection from government is still needed?
  • If buses are not full loads on returning trips, many buses left in depot off peak, then injecting funds would it not discourage government from
Improving city planning and creating jobs nearer to home as highlighted.
[This is easier today, as more jobs are not in factories, but sales and services... which can be easily relocated to achieve efficiency of operations and transportation both together.]

Today, ALL  the three Ministers have stepped down. 
The three Ministries are led by ONE respected hand and two new entries. 
The chances of some progress is brighter, though 

the ultimate success still require 
an unbiased, competent and committed leader !


Singapore would have solved our problems, improve our efficiency holistically.
Efficiency is the necessary first condition for our economy in this competitive world.
Economy determined our social peace, our government's holding.


Would such patching of waterway, housing, transport be needed?
